SDDC Local Plan Part 2 - 20 December 2015

South Derbyshire District Council (SDDC) has started consulting on its Local Plan Part 2 … which nominally covers smaller non-strategic sites, intended to provide a further 600 dwellings by 2028. This public consultation runs from 15th December to 5pm on 12th February 2016. SDDC has Part 2 sites on the edge of Mickleover so this part of the plan provides them another opportunity to bolt yet more housing onto Mickleover. You may wish to consider what the impact could be if any of these sites are included, and find out how to comment while you have the opportunity.

The map on the home page includes the 3 Mickleover sites SDDC currently classifies as “potentially suitable” part 2 sites, located immediately to the south of the A516 (S0113, S0048 and 49). They are marked in “yellow” on the above DUA West map. Note that S49 is a cross boundary site, so that if SDDC selects it then it would appear likely that Derby City would do the same for its part of the site, filling in the space between Pastures and The Hollow and Staker Lane. The 3 sites would provide almost 600 dwellings even without the cross boundary element. However, you’ll notice that there are numerous sites on the edge of Mickleover around Pastures and also to the north of Hackwood Farm, which are currently classified as “not suitable”; but those classifications can change if there are pushy developers.

Although SDDC is nominally seeking a further 600 dwellings, the Local Plan Part 2 document on page 6 refers to a range of between 500 and 850 dwellings. However, with Amber Valley having withdrawn its local plan (on 10th December) it’s unclear whether SDDC’s inspector will accept SDDC going forward on the basis of the split of Derby City’s housing overspill that SDDC has currently agreed with Amber Valley, or whether the inspector will “suggest” that SDDC allocates more housing sites to cover Amber Valley.

SDDC seem to consider Mickleover to be an acceptable dumping ground for any extra housing that it may need, so there must be a real threat of some of these Mickleover sites being selected. It appears that 2 of them are owned by the same landowner that owns the majority of the Land West of Mickleover site (see this map
here which is the Land in Applicants Ownership for the Newhouse Farm planning application), so we would expect there to be pressure from the developer to include those 2 further sites.

This is not a concept that SDDC applies to the edge of Derby.

Appendix B (item 3) is all the site maps.
Read the introduction on page 1, there’s the list of DUA West sites (ones around Mickleover) on page 4, and then find the map of DUA West on page 20 (some of these sites are also shown on the Finder and DUA West map on page 23).

Appendix C is housing Site pro-formas –
a list of the sites with SDDC’s sustainability parameters for each. Read off a site ID from the map and find the site with a text search on the pdf, for example S0113 for the site between Pastures and the A516. This is not the most transparent read.

Appendix D covers local green spaces –
not a concept SDDC applies to Mickleover.

Appendix E covers Local Centres –
there’s nothing for the west side of Derby.

The penultimate item is a questionnaire, but the questions are in the main document.

There is a list of drop-in events
in the middle of the webpage. There isn’t one organised for Mickleover, the nearest being Etwall on 21st January, then Repton on 18th January and Hilton 25th January.
